The Teso-Karamoja Regional Corporate Accountability Platform (RECAP)
On March 18, 2019 at Pax Motel in Soroti District, the UCCA convened the 2nd Regional Corporate Accountability Platform (RECAP) for the TESO-KARAMOJA regions. This half day engagement attracted about 36 participants from the districts of Moroto, Soroti, Kabong, Abim and Amudat among others. These included representatives from the Police and Local Government representatives, Uganda Human Rights Commission (UHRC), the DISOs, Resident District Commissioners (RDC), Cultural leaders, community participants and other CBOs and CSOs from the region. The RECAPs are tailored to unpack critical business and human rights issues within the region. The UCCA also utilizes the platform to build and enhance capacities and skills of its membership on critical areas around corporate accountability. This year, this RECAP included discussions on the current legal and regulatory reforms in the mining sector and in-depth discussions on forced and illegal evictions rampant across the country. This discussion focused on unpacking the JamesMuhindo & Ors Vs Attorney General MC No. 127/2016 judgment. Mr. Topoth Charles, one of the applicants shared experiences that instigated the case and the push for eviction guidelines. Through this case, judgment tasked government to develop eviction guidelines within 6 months.
